The Inspector

Mr Eamonn Moran PSM QCMr Eamonn Moran PSM QC is the current Inspector constituting the Victorian Inspectorate.  He was appointed by the Governor-in-Council for a term of five years expiring on 31 December 2022.

Mr Moran graduated with a Bachelor of Laws (Hons) from Queen’s University, Belfast, Northern Ireland in 1974. He was called to the Bar of Northern Ireland in 1975.  He moved to Melbourne in 1977 and practised initially as a solicitor.  He became a member of the Victorian Bar in 1979 and graduated from the University of Melbourne with a Master of Laws in 1981. Mr Moran took silk in Victoria in 1998.

Mr Moran worked as a parliamentary counsel in  the Office of the Chief Parliamentary Counsel in Victoria for many years and was Chief Parliamentary Counsel from 1999 until 2008.

From January 2008 to June 2012 Mr Moran was Law Draftsman in the Department of Justice of Hong Kong and a member of the Law Reform Commission of Hong Kong.

Mr Moran returned to Melbourne in August 2012 and from then until taking up his appointment as Inspector Mr Moran practised as a barrister generally in administrative and constitutional law but with a particular interest in issues of statutory interpretation. During this period he also was a Commissioner for 4 years at the Victorian Law Reform Commission, worked as a consultant legislative counsel for various governments and government entities in Australia and elsewhere and was an instructor for the Graduate Diploma in Legislative Drafting offered by Athabasca University, Canada.

Mr Moran was awarded an Australian Public Service Medal in 2005 for service to legislative drafting and public law and in 2012 was awarded by the Hong Kong Government a Silver Bauhinia Star for service with the Department of Justice and contribution to the development of plain language drafting in Hong Kong.

Mr Moran is a Past President of Clarity International, an international association promoting plain legal language and a Past President of the Commonwealth Association of Legislative Counsel.
