A snapshot of primary prevention activity and infrastructure in Victoria

Through Free from Violence: Victoria’s strategy to prevent family violence and all forms of violence against women, the Victorian Government has made a commitment to build primary prevention across the state in order to ensure that all communities are safe, respectful and empowered.

As part of this commitment, the Department of Health and Human Services commissioned Ernst and Young (EY) to undertake a high-level mapping of primary prevention activity and infrastructure across Victoria.

In order to get a broad understanding of current primary prevention activity and infrastructure, EY surveyed organisations that are currently carrying out primary prevention and held a number of workshops with key stakeholder groups. Almost 300 organisations took part in the survey, and 30 organisations participated in the workshops.

Through this, a high-level snapshot of current primary prevention activity and infrastructure was developed.

Key findings

  • Prevention activity is occurring through a broad range of organisations and across all of Victoria, with a higher concentration of activity in metropolitan Melbourne
  • Organisations are highly connected and linked to other family violence services and infrastructure
  • The most common purpose of primary prevention activities is to promote gender equality and respect
  • Government funding plays a major role — but so do other funding sources
  • Workplaces are the most common setting for primary prevention activities
  • Many activities are ongoing rather than time limited — although funding is a limiting factor
  • A large number of activities do not have a specific target group in mind
  • Most organisations have some formal way to measure the outcomes of activities and a formal commitment to support gender equality
